[Public WebGL] Moving WEBGL_shared_resources to rejected status



We propose moving the WEBGL_shared_resources extension to rejected status.

Supporting shared resources portably between contexts across WebGL's OpenGL, OpenGL ES and Direct3D backends is infeasible. There are other ways on the web platform to draw to multiple canvases with one WebGL context.

To make it clear that none of the WebGL implementers intend to implement this extension, we propose to move it to rejected status.
