It would of course help if every UA implemented this flag, even if it's never failing. I test implementation status as:

if (ctx.getContextAttributes().failIfMajorPerformanceCaveat != null) {

So if that is null, I have to assume it's not implemented, which I signal on WebGL Stats with "Unknown".
