[Public WebGL] Add minimums to the WebGL2 specification



I'd suggest adding a table of the minimum values for all max parameters of WebGL2 (including the taken over parameters from WebGL1) to the WebGL2 specification.

Where reasonable this table should exceed the ES 3 mandated minimums that in practice are just never observed.

It would be a convenience for WebGL2 practitioners to not have to consult the glGet on https://www.khronos.org/opengles/sdk/docs/man3/ to figure out those minimums, and if in practice never seen minimums are removed, it aides the decision making of practitioners for real-world values.

I will be adding display parameters in WebGL2 to WebGL Stats very soon.
