Could you please add something to the spec pointing to the github repo? Right now both https://www.khronos.org/registry/webgl/specs/latest/1.0/ and https://www.khronos.org/registry/webgl/specs/latest/2.0/ say:

  Public discussion of this specification is welcome
  on the (archived) WebGL mailing list public_webgl@khronos.org

in the "Status of this document" section but don't mention any other means of providing feedback.

Ideally, crib the W3C/WHATWG templates, which have a "Feedback" or "Participate" section in the spec header that says where issues should be filed.
