[Public WebGL] draft WEBGL_color_buffer_float and EXT_color_buffer_half_float

Objections to the technical definitions of these extensions by Google make it impossible to ratify the extensions or have comprehensive multi-vendor coverage of them: https://www.khronos.org/webgl/public-mailing-list/archives/1407/msg00051.html https://www.khronos.org/webgl/public-mailing-list/archives/1501/msg00136.html

Additionally the vendor that claims to implement them (Mozilla), only has them activated on 2% of their install base. This is after a precipitous dropoff from 12% earlier for that vendor. It seems likely that even the championing vendor (Mozilla) has technical difficulties with these extensions.

It is therefore reasonable to move these extensions back to draft so they can be worked over until such a time that they can stand up to multi-vendor consensus. A suitable pull request has been created: https://github.com/KhronosGroup/WebGL/pull/855

Please register your objections to fixing these extensions here now. Please be aware that if you simultaneously object to rejection and object to fixing the extensions, that this will make it very difficult for other vendors and the WebGL community as a whole, and it will prompt a debate on much stricter requirements on community approval.
