Neither OpenGL ES 3.0 or 3.1 support TEXTURE_SRGB_DECODE as a textureParameter.

Which can fail unless you have support for TEXTURE_SRGB_DECODE so you can read out raw values from an sRGB texture for use in a non-linear color space compositor.
3. Define a new extension for WebGL 2.0 exposing this functionality
That's fine, whatever makes that problem go away in the future.
