WebGL 2.0 will be an implementation of OpenGL ES 3.0. OpenGL ES 3.0 does not contain compute shaders. OpenGL ES 3.1 contains compute shaders. WebGL 2.1 (afaik) is supposed to be OpenGL ES 3.1. There is no specification for that version of WebGL yet.
