[Public WebGL] Proposal to move more draft extensions to community approved



With the recent announcement of WebGL support coming in iOS 8, it
would be advantageous to promote draft extensions that might be able
to be supported in this OS release. I'd like to propose that the
following extensions be promoted to community approved:

WEBGL_compressed_texture_atc
WEBGL_compressed_texture_pvrtc
WEBGL_compressed_texture_etc1
EXT_blend_minmax
EXT_shader_texture_lod

The EXT_ extensions are widely supported. iOS hardware supports PVRTC
texture compression. The WebGL conformance suite contains tests for
all of these extensions. Any bugs in these tests (in particular,
there's one known issue in the pvrtc tests) can be fixed after the
fact.

Any comments in favor or against?
