[Public WebGL] Community approval for a few draft extensions

I would like to propose moving a few draft WebGL extensions to
community approved:


ANGLE_instanced_arrays has been implemented in experimental form in
Chrome, and the Maps team at Google has found that it yields a
significant reduction in GPU resource consumption.

OES_texture_float_linear and half_float_linear have recently been
implemented in Chrome, and it's been found that some WebGL content has
mistakenly been assuming that linear filtering works for
floating-point textures. This mistake should be corrected as soon as
possible by enforcing the behavior consistently in WebGL

Are there any objections to moving these to Community Approved status?
