s3tc, pvrtc are the names of the formats whereas EXT just means "EXTENSION" 

I guess I'm not seeing the issue. 

It doesn't seem like WEBGL_draw_buffers should have any _WEBGL suffixes. They only place we should add _WEBGL suffixes are for WebGL specific stuff like UNPACK_Y_FLIP_WEBGL 

The depth texture suffix on UNSIGNED_INT_24_8 seems like an oversight.

Unless there is a specific reason that the suffix should not match (breaking OpenGL convention), I vote they all change into _WEBGL.

I think we need to decide which way to go.  Otherwise it's very
confusing for developers.

I prefer to keep the _EXT postfix, but as far as it's consistent
across extensions, I am ok.
