[Public WebGL] OES_texture_float_linear and OES_texture_half_float_linear extension proposals



Proposals for WebGL extensions mirroring OES_texture_float_linear and
OES_texture_half_float_linear have been added to the registry:

http://www.khronos.org/registry/webgl/extensions/proposals/OES_texture_half_float_linear/

When the floating-point texture extensions were added to WebGL, I was
lax in testing that only the NEAREST filtering mode was allowed.
Recently implementations have been made more strict, breaking some
content. Exposing these extensions will enable applications which
require linear filtering mode for floating-point textures.

Any comments or objections to moving these to draft status?
