Isn't this just a matter of phrasing? "Site X wants to know what kind of computer you're using" isn't any more complicated to understand than "Site X wants to know where you are". You could argue that "video card information" is more/less detailed than "what kind of computer you're using", but I think that's just semantics. We're not asking the user "Site X wants to know if it should whizbang your shizwizzle with your pixelfrobber" or anything.

Users aren't necessarily technical experts. Most people can understand concepts like "Site X wants to know where you are" and "Site Y wants to take pictures of you". Asking for advice on technical issues is more problematic because a typical user does not have the technical knowledge to be able to make a meaningful answer. This is an issue that has been discussed in detail in numerous committees over numerous contexts.
