That's one way of looking at it. But formally the clamps on the BlendColor and ClearColor parameters are removed - the parameters' type becomes GLfloat not GLclampf - and clamping is applied at draw time iff the target is fixed-point. An implementation supporting EXT_color_buffer_half_float will have this behavior.
