Sorry for the delay. I think it should be fine to move this extension
out of draft status. Other opinions? Any objections?

Separately, it looks like it's necessary to slightly change the
wording on the WebGL extension registry to distinguish "community
approved" WebGL extensions from those which have been officially
ratified by Khronos (none to date). I've filed
http://www.khronos.org/bugzilla/show_bug.cgi?id=678 to track this.
