Yes, the use of this undefined type was somewhat deliberate in the
past, but agree that the IDL should parse with under the current Web
IDL.

Updated the Editor's Drafts of the WebGL and Typed Array specs as well
as the associated IDL files. Thanks for pointing this out and please
post if there are any issues with the edits.
