The last screenscrape I took of  glbenchmark.com in march had it head to head with the depth texture extension itself: 429 out of 505 devices supporting it, and a change since january of +115 new devices with support (out of 132 new devices total). It seems that any device that supports depth textures also supports packed depth stencil.
