Yes, Direct3D 9 doesn't support depth textures. There are some vendor specific API hacks to enable them on some hardware. I am not sure what's the rules for Angle when it comes to such things.
Depth Texture support was added with Direct3D 10 but AFAIK there is no Direct3D 10 version of Angle yet.

I believe there are issues trying to emulate this in D3D.
I'm also not sure if desktop hardware supports depth cubemaps which OES_depth_texture requires.
(not even sure what a depth cubemap is)
