Clarify interaction of Mask and glBlitFramebuffer

The specification does not clearly state whether glBlitFramebuffer should interact with color masks. It suggests that it should not, that blits should ignore the color mask. This should be clarified in the specification.
The current GL 4.3 spec says, "Color, depth and stencil masks (see Section 17.4.2) are ignored."
