If it can add tessel, if not state it explicitly!

Tables 7.1, 7.9 and 7.10 in OpenGL 4.3 core spec list all shader types (including tessellation and compute). I am not aware of any other tables listing shader types and am considering this bug fixed. Feel free to re-open if this is not the case, but please be more specific if you do.
