I was wondering if the Stencil1, Stencil4 and Stencil8 tests are valid tests in the ES 2.0 conformance tests.

I noticed that these tests are sampling from the default texture.  Is it expected that the default texture is an incomplete texture (thus, the resulting value from sampling would be (0,0,0,1)?  I know that some driver implementations set texture data (for example all white or all black) for the default textures.

In the specs, I could not find whether or not a default texture should be considered incomplete or if it is wrong for the default textures to have texture data.
