In the <constant element>, the render states described in <states>, and possibly others, it's not clear what happens if neither the param nor the value is specified. In schema, both are optional, but the spec text says variations on "The arguments are optional; use only one:"  Seems that the elements are meaningless if they don't have one or the other. I presume this can't be enforced in the schema; so should the spec say something more like "Exactly one of the arguments param and value must be specified"?  If that's not true and you don't have to specify either, then what's the default behavior?
