Remove unneeded "child elements" row from related elements table. It either says "see the following subsection" or it says "none"; there are few enough with "none" that we could just insert a child elements section with "None" for those elements, and reduce a lot of extraneous verbiage.

In the interest of making it easier to find relevant info and not have to wade through "noise" text that adds no additional understanding:

1. Remove child elements row as noted above

2. In Attributes section, remove "The <foo> element has the following attributes:"  
    For those with no attributes, replace "The <foo> element has no attributes." with "None" (no period needed).

3. In Related Elements section, remove "The <foo> element relates to the following elements:"
