    You need to pass typed (Float32Array) 1-dimension (in this case 9-elements) array.

    It isn't specified anywhere; it's just convention and you can put it your own type.
    But I suggest you to load shaders from external files.

    Chrome browser - you have console there and other nice tools.
    As a IDE I recommend Eclipse + Aptana plugin - it is able to highlight syntax errors and even use JsLint.

    Javascript errors are visible in console - in chrome it's called web inspector (you can open it via RMB->the last option (Browser element or something like that)

    Last time when I run WebGL on WinXP and Chrome I had to use --ignore-gpu-blacklist parameter. I don't know the current status.
