Public bugzilla bugs take precedence over duplicate internal bugs. However, sometimes it's necessary to mark a public bug as a duplicate of an internal bug. In this case, use this bug as the duplicate and (Khronos members) also follow the instructions given here:

(This applies to spec and schema for 1.5.0 target bugs.)
