VertexAttribDivisorARB (ARB_instanced_arrays) does not have an "alias" entry for VertexAttribDivisor (core 3.3).

(Additional bug-report: the over-smart bug reporting software is bugged, it fills an invalid name into the hidden "assign to" field.)
