Add support for 3D Textures as an extension

Although not yet supported by mobile devices, 3D Textures are available by the majority of modern graphics cards for desktops and laptops/notebooks. They have been used in a variety of applications such as medical imaging (3D anatomy and pathology visualization from 2D CT/MR slices), special effects for gaming (clouds, fogs, etc), mechanical engineering (visualization of engine operation) and geological engineering (e.g. oil exploration). Since WebGL targets span from mobile devices to powerful graphics workstation, support for 3D Textures should be offered as an extension that will be initially available only on desktops and power laptops.
