Patch to add new case to eglplatform.h for Cygwin developers targetting Microsoft Windows windowing system.

Either Bugzilla or Firefox ate my first bug submission because I added non-existent keywords. Sorry if this one's a little short.

This patch addresses developers using Cygwin but targeting Microsoft Windows as the windowing system, not X11 as the current eglplatform.h assumes.

Any chance it could be incorporated?
